Course Overview
The Search and Rescue Administrator Course is designed to provide high-level administrative competencies to plan, coordinate, manage, and continuously improve search and rescue operations at the state and institutional level, in accordance with ICAO Annex 12 (Search and Rescue), IMO SOLAS, and the IAMSAR Manual Volume I (Organization and Management).
The general objective for this course is that trainees shall be equipped to establish and govern a national SAR system, covering legislative frameworks, inter-agency funding mechanisms, and cross-border agreements.
Strategic Objective: “To empower civil aviation, maritime, and state authorities with the administrative governance required to fund, organize, and legally protect critical life-saving networks.”
Course Curriculum
Our Search and Rescue Administrator Course is an intensive program engineered to transition trainees from field-level tactics to state-level SAR governance, combining interactive workshops, policy drafting labs, and executive case studies.
The curriculum for the Search and Rescue Administrator Course shall ensure that trainees will have demonstrated a level of knowledge in at least the following subjects:
- SAR administration policy and obligation;
- Establishment of SAR organisation;
- SAR service funding;
- Cooperation of SAR units;
- Management of SAR operations; and
- Emerging trends and technologies.
Rigorous Evaluation Standards
- Continuous Assessment: Trainees participate in localized policy-drafting workshops and administrative review simulations.
- Final Written Exam: Candidates must pass a final administrative framework review and a written strategic management assessment to qualify for certification.
- The Award: Successful graduates receive an official ICAO-aligned Certificate of Training in SAR Administration, recognized internationally for regulatory competence.
Pre-requisite
This course is tailored specifically for personnel operating within the strategic, managerial, and regulatory oversight tiers of emergency services.
Target Audience
- Civil Aviation Authority (CAA) and Maritime SAR oversight officers.
- High-ranking officers within Uniformed Forces (Navy, Air Force, Coastguard, Police) tasked with regional emergency administration.
- Air Navigation Service Provider (ANSP) managers and ministry-level disaster planning executives.
Entry Requirements
- Operational Experience: Minimum of three (3) years of direct experience in search and rescue operations or emergency services dispatch management.
- Proficiency in the English language (both written and spoken).
